Transport mimisters come and go, but civil servants are permanent.
Transport Ministers may have higher agendas and may have limited knowledge (but some are exellent and well briefed) where civil servants are working to policy and if you can frame your case within policy rather than setting new precendents, you have a better chance.
if you're dealing with planning and local works, it's important to make your inputs clear to the actual decision makers; it may be worth going along to the parish meeting and having them raise points in their input, but make sure you supply direct input too. And if it matches the parish input in spirit but not in words, that's a powerful advocacy in your direction.
Long term (strategic) reports are sometimes so obscure they're hard to follow, but it is worth getting your direction in there as long term policy.
