We are looking for a highly motivated individual to lead the Department’s approach to the specification of requirements for train services and its strategy for rolling stock, the most critical elements of the franchises which the Department procures. At a time of the biggest modernisation to rail services since the Victorian times, this team has a key role to play in the delivery of services which make the most of the investment that has been undertaken in the network.

This is an exciting role which would suit someone who is passionate about the rail industry and ensuring that passengers benefit from well-designed franchised services. The successful candidate would ideally have experience in specification and procurement of rail services, and would demonstrate the ability to quickly get to grips with our strategy on rolling stock. They will also be able to inspire and motivate a small team of committed specialists as well as having the confidence to deal credibly with senior industry stakeholders.

This is a big role, with significant breadth of responsibility, and therefore we are looking for a dedicated individual who will have the ability to think innovatively about our approach to procuring and contracting for rail services, as well as a good understanding of franchising and an ability to work successfully in a highly complex political and commercial environment.

I don't think he's terribly convinced about franchising ... http://www.christianwolmar.co.uk/2014/12/rsa-speech-what-is-franchising-not-for/ ... but he does seem to have given it some thought.   Would be a bit like putting a poacher in charge of the game birds!
