Looks to be a serious problem, no trains expected for the rest of the day:

Monday 17th January at 08:00

Train Services between Gloucester and Swindon are being disrupted due to emergency engineering works. Services between Cheltenham Spa and Swindon in both directions will be diverted via Bristol Parkway extending journey times by approximately 30 minutes. Road replacement Transport is in operation between Gloucester and Swindon, calling at Stonehouse, Stroud and Kemble in both directions. Customers at Kemble are advised to travel to Swindon and use the long stay car park. The line is expected to remain closed for the remainder of today.

Update - it seems that a shuttle service is running between Kemble and Swindon.   As the TransWilts train (07:04 Westbury to Cheltenham) terminated at Kemble, it's probably that unit at the moment.
