On the BBC today.  Punctuality now to be measured at every station call.  Does this mean the end of charter minutes approaching terminal points?

Charter minutes should be very much obsolescent, once every TOC is in full delay repay mode, (unlike GWR with seasons), what is the point of publishing them any more?

It's not obvious from that BBC report who's actually doing what. Obviously NR actually measure the times (we are used to seeing those to 1/4 minute already), but the main announcement was from RDG (https://www.raildeliverygroup.com/media-centre/press-releases/2019/469775562-2019-03-22.html).

Britain's rail companies will be using ‘to the minute’ train performance data as the primary method of measuring punctuality from April as part of the cross-industry programme of work to tackle delays and improve satisfaction.

Train operators and Network Rail worked together to develop a range of measures including 'on time' measures to create a way of tracking train punctuality that better matches the real experience of customers in different markets and to provide companies with more detailed information about delays, so they can understand and address the root causes.
