LCWIP were proposed as a means of local authorities prioritising walking and cycling, but were given virtually money to do it.

At 80 odd pages the Oxford LCWIP seems reasonably comprehensive for a town with an already high cycle usage. How much will be financed to turn into reality will be something we will have to wait to find out.
