It probably didn't need an FOI to see those maps ... but perhaps an FOI request puts things into the public domain which allows onward publication of maps which were not previously copyable without complex permissions?  I am not a lawyer / this is a guess.

You know how government MPs ask tame questions to get something (completely) out in public and open.  Same things sometimes happen with FOI requests ...

I am sure I have such a map somewhere that I bought for ^2 in a vending machine on Paddington station a few years ago!
