Title: Train with 3 horn blasts - Engineering Train?

Got woken up last night by a slow moving train which kept giving 3 blasts on it's horn (at the same pitch)

Presumably it was some sort of engineering train but I am curious to know what it was and why it kept blasting it's horn like that in the middle of the night, waking most of the village up?

Usually that would be a track machine of some sort with the warning being for track workers nearby that it is about to move.
