Title: Precedent in the postal system?

I went around a museum today - here's a panel talking about the complex system of postal charges prior to Victorian times ... and what it was that the penny post sorted out.

Which shows that a government regulated system can be simplified for the greater ease of all.  Perhaps they can sort our rail fares?
