Report on optimisation of passenger services on Specified Routes 11.1 The Franchisee shall by no later than 1 December 2017 submit to the Secretary of State a report setting out its view as to how the provision of passenger services by both the Franchisee and other Train Operators can be optimised in relation to each of the Specified Routes by reference to: (a) current and anticipated future passenger demand; (b) the relevant aspirations of the Secretary of State and Stakeholders; (c) the optimal use of rail infrastructure capacity and its efficient operation, maintenance and renewal by reference to a “whole industry cost” approach. The report may consider, inter alia, proposals for: (i) closer co-ordination between the Franchisee and other Train Operators with regard to the exercise of timetable development rights (subject to the terms of Licences and any applicable Law); and (ii) remapping of passenger services between franchises and shall comment on how its proposals might be most effectively implemented identifying relevant costs and risks and how they might be minimised or mitigated. with reference to Quote 11.5 For the purpose of this paragraph 11 “the Specified Routes” means each of the following routes: (a) Brighton - Exeter via Southampton and Salisbury; (b) Portsmouth - Southampton – Bristol; (c) Bristol – Yeovil/Weymouth; (d) Southampton Airport – Salisbury – Swindon; and (e) Reading – Guildford – Gatwick Airport (North Downs Line). Does the 1st December 2017 still stand? Have any Stakeholders who read this been consulted / asked for views, or will SWR be gaining knowledge of aspirations purely from previous consultation inputs and other publications by stakeholders? I understand that the initial report is due by 1st February 2018 rather than 10 days ago, and indeed I have a meeting coming up to help inform. I notice there is no mention of my local route (Waterloo to Guildford via Bookham). As the proposed timetables doubled frequencies at evenings and possibly Sundays, I am hoping that there was no negative feedback and SWR plan to go ahead with it. Incidentally I got another email today from Southern advising that Quote The time of every one of our trains will change, the new timetables will go live on 20th May. It’s a big change for us and a big change for you, please regularly check before you travel so that you can plan ahead effectively. Not sure I understand this quote. The view of SWR insiders posting in another forum seemed to be that if it isn’t mentioned it will not have changed as a result of the consultation. But I can't think where SWR interchanges with Crossrail except Reading.
