Title: Openable doors principle

Posting here in "Campaigns for new and improved services" ... to cover not only the magnificent aspirations of line re-openings and new lines, but also those tiny changes of 5 minutes in the running of a train that would turn a lemon into an overcrowded nightmare!

Here is my first pass at the principles of what should be in proposal - questions that should be asked of anything put forward to help see whether it will be pushing on an open door, or be destined to be sidelined, laughed at ruled out at every opportunity.

1. Will it bring traffic?
2. Will it be sustainable?  (financially too!)
3. Will it help the wider economy?
4. Will it work operationally?
5. Will it be fundable?
6. Is it in our capabilities?
7. Is it in our mandate
8. Is it a significant risk?
9. Does it fit policy?
10. Does it abstract from anything or anyone else?
11. Is it politicallly welcome / acceptable?
12. Will it have community support?

Thoughts?

As criteria lists go, I think that has hit the nail squarely on the head .

One other possibility. Ooooo gonna pay for it !....
