I'm toying with the notion that it is not Network Rail and trying to think if I have seen anything being done recently to the Bristol Port Railway.

Here goes, the Bristol Port Railway near the where there have been repairs to the Chocolate Path? Stale sleepers, stale Chocolate?  See how I referenced your earlier clue?

Close enough. It's the area between 'A' Bond and Cumberland Road. All the old track is piled up, along with the steel framework of the platform, where it was pushed aside to make way for JustaBus®. Not sure when they plan to put it back, but there's a nice bed for it when they do...

Can’t be Network Rail new build. If it were, then each stone would have its own part number, serial number, and a GA drawing to show how they fit together. Then another installation copy, and a testing copy with ticks to show that each piece was in the right place.
