It has been delayed at Newton Abbot and is now 28 minutes late. This is due to a broken down train. Service full and standing from London Paddington. Sensible extra stops if the Liskeard Stopper isn't running. I expect a few of the people who joined the train at Paddington may have got out before it leaves Plymouth!
