Title: Bicycle lockers at Melksham

We have had bicycle lockers at Melksham for decades ... and for decades the keys have been lost.  They have been slowly rusting and plans are in the platform lengthening and levelling for them to be removed.  And indeed that has happened - picture story to follow at some point

3 months ago they were blue. Since then they have been ...
1. ... rubbed down
2. ... painted green
3. ... rubbed down
4. ... masking tape applied to protect edges during platform works
5. ... removed completely

Can anyone explain the need for steps (1) through (4) - to my none-informed eye they look like a waste of money!

Refurb in situ and redeployed elsewhere possibly ???

Only thing I can think of.
