I suspect what he means is he doesn’t want his discussion forum to be sidetracked into re-opening discussions, including people linking to such petitions.  His parent website is generally the go to resource for closed stations and lines, but if given free rein perhaps he feels there’d a bit less focus on the things he’s good at.

Perhaps if he’d just said “usually a waste of time”...
