That does look like someone was a bit bored and feeling flippant, doesn't it? Really, it's a case of internal railway terminology appearing in public where there should be a more meaningful explanation.

The official meaning of code TT is "Autumn-attribution Neutral Zone delays (See Supplementary Autumn Attribution Guidance)", or LF NEUTRAL for short. The word autumn is used quite a lot in the names of the activities related to leaf-fall and how to cope with it. Adhesion delays are normally attributed to Network Rail (QH/QI/QJ), and the neutral zones are defined areas where such delays, up to an agreed limit, taken out of the attribution process (though where they go isn't explained in the DAPR). This only happens in the leaf-fall season, hence the code TT is only used "due to its being Autumn" - which may be the thought behind that mis-statement.

'Lighter side' stuving. There's often a truth in humour. I put the screenshot here because I was amused by it. I also knew the truth behind the code.

Autumn 'TT' delays are split 50/50 between Network Rail and the train operator.
