It's a step forward that it's taken until 7 January before there was a need to create this thread. To start the ball rolling:

Confusingly both the above trains appeared on the display board at Hanborough as 07:21 departures and the picture became more muddled when the extra 07:21 disappeared as it was supposedly on time! The additional service did actually exist and arrived eleven minutes late.

Realtime trains is now reporting that the 05:28 from Hereford "was cancelled between Moreton-in-Marsh and London Paddington due to a problem with the doors (M7)."

[further thought] - given Realtime trains reported the 05:28 was terminated at MIM at 07:21 and the 07:10 MIM:PAD departed MIM at 07:22 were the services simply merged and the original stock for the 07:10 turned into the additional service? Why else would there have been reservation labels put out on the 06:56 train? Either way, some positive proactive thinking.

This is not providing a proper service is it?. Anyway the one train goes via Cheltenham and that's shortened as well.

I rather suspect that of these three, only the 17:22 becomes overcrowded when reduced to five carriages.  The 19:48 (which runs via the Stroud Valley line and not via Evesham) has many other trains duplicating it as far as Swindon ... and the 21:51 Hereford to Paddington Thursday of next week is offering advanced singles at £5 which suggests to me it's a right lemon of a train and even 5 cars is more than it needs!

You cannot always trust the media to take a balanced view; I cannot recall it anything from "Tonight" but it's not uncommon to come across journalists fishing for an exceptional person to help them make a story out of very little.

Rail finance is very complex ... I suspect that if you get 5 top accountants with varying political views to discuss this, you will end up with five different answers.

EDIT: As Journey Check isn't calling it short formed I'll assume it isn't.
The 16:27 from Worcester Foregate Street has now been reduced from an HST to a 5 car IET. As a result space is very tight in standard. I feel sorry for the people who booked seats. There are no seat reservations working and no paper replacements. The Train Manager has been on the PA a few times to apologise for this and the cramped conditions. She also said that it's first come first served for seats as there's no reservations. This is a very popular train back to London at the end of the weekend. So I'm hoping that this a temporary measure and a 9 car will be doing the trip before too long.
We are however no longer running on time. We have been sitting at Airport Junction thanks allegedly to congestion caused by engineering works.

Were there problems with the 17:52 Paddington to Worcester Shrub Hill service yesterday?

Realtime trains says it only got as far as Ladbroke Grove and then suggests it headed back towards Paddington (1 late at Ladbroke Grove, 41 late at Portobello Junction, 44 late at Royal Oak Junction etc).

I appreciate Realtime trains isn't always foolproof but the GWR Twitter feed also hints that there were problems with a broken down train yesterday evening.

6.42 HFD-PAD cancelled today as noted above, train was in platform at HFD having arrived ecs from Stoke Gifford but other crew not there, perhaps someone might know if GW have now reverted to taxis again to get crew to Hereford for ecs coming up from Bristol area. Is this related to the transfer of work to Stoke Gifford  In the past this use of taxis caused problems and proved not to be reliable, certainly very poor road conditions out there early this morning

From Realtime Trains it looks as if it sat in Hereford's platform 3 for some time - TfW's 05:39 Cardiff - Manchester, the train that should be there after it has left, was 48 late by the time it left Hereford. And was cancelled Crewe - Manchester.

Perhaps the taxi is the "planning error".

Very heavy snowfall around Oxford mid-afternoon - the biggest flakes I have ever seen in fact.  Though fortunately pretty short lived, and fairly localised, so it didn't amount to more than a couple of inches on the ground at most.  The vast majority of trains continued normally, though the local roads and M40 were quite badly affected:

GWR Journeycheck is still showing it as cancelled (13:47) but National Rail Enquiries has it as running, albeit departing WOF a few minutes late. I suspect it's all very fluid until services get back to normal.

[14:03 edit] Realtime Trains says its left WOF six minutes late whilst Journeycheck still has it as a cancellation!

I'm not sure if anyone actually answered this. It did indeed break down. I was supposed to catch it at Oxford. It was an IET. the following 1822 HST did not break down, as the staff at Oxford put it, so the delay wasn't too bad.

This type of rail report always surprises me. Its saying the train is late, because it's late starting. That's not the reason its late, the reason is why its late starting!
I frequently hear announcements similar to the following at Paddington and similar stations. 'ABC train is late departing due to its late arrival.' or 'ABC train is late due to a delayed previous train'. They might as well say the 'the train is late' and leave it at that.

I have a question which I'm sure the experts on this site will be able to answer! Today, the 07.10 from Moreton in Marsh, which was started from Oxford, arrived at Paddington 'on time'. When the performance statistics are being compiled, does that show as an 'on time' train despite the fact that it was cancelled between Moreton in Marsh and Oxford?  If so, over the course of a year and if repeated on different lines, it could distort the figures.

The 9:54 from Great Malvern, somehow blocked the line. I am guessing it failed at the turn point stuck across the points in Malvern Wells?
My WM Hereford train was unable to pass, as I was on it stuck before the signal box.
I assume it was an Hitachi? After 1 hour we trundled back to Great Malvern. Our driver did a good job
of keeping us up to date with information, and walked our part of the train, as the TM was in the 2 car
behind. (Its a pity we were released from Great Malvern before the line was cleared but I guess they
just hoped it was a computer reboot needed!)

The line blocked and causing disruption from around 9:45 to the 13:08 Paddington to Hereford running normally.
I guess a good job not Cheltenham races day.

Bizarre set of events at Paddington on this one.

Noticed it was booked as 10 car which seemed odd - boarded as normal with no special announcements about being in front set - then at departure time we were held as they decided they couldn’t take the whole train to Moreton...

Finally left (all 10 carriages) about 12 mins late - with train manager unsure what was happening after Oxford (although me being a regular on this train knew the late departure alone was enough for us to be cancelled at Oxford).

Part way through further delayed journey, announced that we indeed couldn’t go beyond Oxford

Now waiting for the likely packed 1622 stopper (which is also short formed today...)

Stoke Gifford IET depot fire alarms sounded around 4am. Depot evacuated from 0416-0443.

Consequently, many sets were late leaving the depot for their first service of the day and have had to start short. Not just Hereford starters affected.

And the disruption from the problem with the points is now expected to last until 11:00.

I don't know if there is an ongoing problem at Norton/Abbots Wood but last Monday the 0649 Shrub Hill to Cheltenham and beyond was cancelled, though the 0708 to Paddington via Cheltenham did run. On the Thursday this latter train was cancelled, but the 0735 was running - albeit leaving Worcester late (though, to be fair, it was back on time at Reading).

It was my first trip on the line for some time. It's disappointing that the platform extensions - which were finished before Christmas - have still not been brought into use. What's that all about?

As a record of what happened, Realtime Trains reports the following:

05:28 Hereford - Paddington hit an animal. Eventually arrived at Oxford 214 late, cancelled thereafter
07:10 Moreton - Paddington was stuck behind it, arrived Padd'n 223 late.
06:53 Foregate St - Didcot was cancelled after Moreton.
06:42 Hereford - Paddington was also stuck, arrived Padd'n 196 late.
08:25 Foregate St - Paddington was cancelled after Evesham
09:50 Moreton - Paddington was cancelled between Moreton and Oxford
09:54 Great Malvern - Paddington ran via Stroud - but an extra was organised between Moreton and Oxford

Apparently the train was completely disabled after it hit the animal.  It was later assisted by one of the following services making the longest IET service so far, over 468m long (18 x 26m coaches) ;D

When you think it skipped 8 stops on what was an HST schedule, with long station dwells, it becomes more understandable; on time (or not) in such a circumstance probably depends on the luck of pathing / what it gets stuck behind.

I was at Foregate Street at 08:30. A number of passengers were milling about outside. They'd been told that taxis would be arriving for them.

If that cancellation was posted at 06:18, but there were no taxis at 08:30, then GWR needs to get its customer service act together.

Yesterday (22nd) the 1752 Paddington to Worcester Shrub Hill was 5 carriages instead of 9 - but no explanation given at all.   

Also, and apologies if the wrong place to post this - is anyone else having problems with the "free wifi" - as I tend to find on the 1822 Paddington to Hereford - the free wifi doesn't work at all; yet works fine on the 1752 or even the 0623 from Kingham to Paddington in the mornings.  Just wondered if it was me or others having the issues - as it used to work most of the time on the old HSTs.

I too can rarely get the wifi to work, but I've never noticed whether it's down to specific departures. But perhaps this should be in a new topic.

Just lost the ten minutes after making those additional stops, and some 700 on board from Oxford apparently.  That would have been a very full IET, but even worse had it been a HST and no doubt it would’ve lost far more than ten minutes as well.

Increasingly I am concerned about the quality of the information released and wonder if it is ever sense checked by anyone experienced. Quite often the information will make little or no sense to the ordinary passenger. (I fear the “well, it makes sense to us” mentality might prevail. An amusing example recently was “Toilet facilities are available” “This is due to a fault on this train”

Seems a bit of a premature call to truncate this service:

Only 4 minutes late arriving at Foregate street...but...the reason for delay was a defective windscreen wiper so it was turned via Foxhall Junction on the way down.  That would have meant the broken wiper was at the front on the return journey of course, so it was terminted at Foregate so it could do a reversal move via Henwick and Tunnel Junction back into Shrub Hill to restart back to Paddington.  Now the revering siding at Henwick is in use, that becomes easier to do.

The 15:22 was three minutes early at Hinksey North according to Realtime Trains and eventually arrived at Oxford 24 late. It also delayed the following services from platform 4 at Oxford. Understandably, the 15:50 Paddington to Moreton-in-Marsh was allowed beyond Oxford even though it was 17 late by then, causing further delays and amendments:

So, you’re recommended to get to Oxford by changing twice and get in at 11:43  rather than just wait for the next direct train and get in at 11:29, which is bad enough anyway!  The regular hourly service we’re promised in December can’t come soon enough!

The Train Manager, and whenever they feel it is appropriate.  Though in reality it’s just the equivalent of one carriage but in two halves.

I was cycling up the hill out of Charlbury at 8pm and almost got wiped out by an exceptionally close pass from a Weavaway bus - the worst I've had in 10 years. Weavaway are usually only seen round here as RRBs.

It is indeed an odd bit of scheduling.  Brought about by the need to find a TM for the 17:18 from somewhere as originally it would have been expected to be operated as a DOO service. 

The 17:18 does have a fair bit of slack in its schedule as it still runs on Turbo timings as well as having 8 minutes at Didcot, but it’s not how you’d ideally do things, as last night proved.

It was the other way round -  Hereford to Paddington. Hence me saying not much use unless you were starting at Reading.

Well at first the report was someone was hit by a train at a crossing point near Malvern Link, a sign at Foregate street said there was a fatality. Local people in Malvern began telling stories in the shops of a man dragged along by a train and died later. That then changed and the news is no one was hit. A man was chasing his dog and the driver thought he hit him so stopped. Long knock on delays.

Meanwhile, the 07:22 Paddington - Great Malvern had problems between Moreton-in-Marsh and Honeybourne, arrived at Shrub Hill 35 late and was cancelled from there to Great Malvern, with RTT reporting this as being "due to the train operator's request (TB)".

The return working was cancelled in its entirety:

Yesterday (Tuesday October 29) seems to have been a very bad day all over, with lots of failures across the network.

The Cotswold Line suffered a train failure in the single track between Oxford and Charlbury. For the record, the full list of consequences:

12:22 Paddington - Shrub Hill : operated normally
13:22 Paddington - Shrub Hill : cancelled after Charlbury. RTT reports left Charlbury towards Oxford 136 late.
14:21 Paddington - Foregate St : waited 24 at Didcot (deciding whether to run via Stroud?). Eventually sent to Oxford and cancelled there, 28 late.
15:22 Paddington - Great Malvern : also waited at Didcot. To Oxford (arr 55 late, dep 72 late), cancelled after Shrub Hill.

I wondered that.  I guess there are no paths for an additional down ECS working between Worcester Shrub Hill and Hereford at that time of day.  The long single line sections have a severely limiting affect on capacity.

In normal times, there are three GWR trains that start at Hereford in the morning:

    the 04:47 to Paddington spends the night at Hereford;
    the 05:28 starts as ECS from Stoke Gifford (at 03:30); and
    the 06:42 starts as ECS from Stoke Gifford (at 04:43).

For this week, the first two are both spending the night at Hereford.

The third one is still setting off from Stoke Gifford at 04:43, but probably can't get to Hereford via Worcester and Malvern in time to depart at 06:42. As it is, it's spending 1:20 waiting time in Eckington loop, between Cheltenham and Worcester.

Attached is a quick version of the track occupation diagram early in the morning. The green lines are the GWR trains; the red ones are WMR. The dashed green line is the 06:42 HFD-PAD. It looks as if it could get to Hereford by an early path crossing the 05:28 HFD-PAD at Ledbury - but it would have to leave Stoke Gifford earlier in order to do that.

It was 23 mins late from Hereford and 20 mins late leaving Shrub Hill.  I can't quite see which train broke down.  Possibly whatever it was, it delayed the ECS getting to Hereford.

Two of the three previous trains ran through incurring only minor delays through the flooded sections so you should be ok.

Getting stock in the right place for the start up tomorrow is always one of the considerations when working out an amended train plan.

Getting stock in the right place for the start up tomorrow is always one of the considerations when working out an amended train plan.

In fact, we had an excellent run in the circumstances. We had to wait for the single track at Wolvercot, but seemed to go through the affected area at full speed - certainly with no stop/caution/permissive working. We approached Shrub Hill on time, but fortunately the signalman was able to implement the usual procedure to ensure a late arrival.

But well done to all concerned for getting us home at the end of a difficult day.

There is no doubt that the introduction of the IETs, coupled with judicious platform-lengthening, has improved reliability in normal conditions.

That's the basis of ORR's statistics, but DfT also receives operational monitoring data (more of it than ORR), in which cancellation is subtly different. DfT are also sent the Train Plan, which is compared with the Service Level required. Cancellations are deviations from the Enforced Train Plan, and judged against the excuse for them (as also are short-forms). As definitions, cancellations are full or partial, and each sort can be Disputed or Network Rail (which must include other TOCs and FOCs via NR). Numbers are given for each.

So mostly, the words have got lawyerised. The Enforced Train Plan is defined circularly: the general long-term operating plan that best meets the timetable, and is used by DfT for enforcement (insofar as they do any).

Reported locally on broadcast media that the Avon at Evesham isn't expected to peak until tomorrow (Sat 16-11-2019).  I guess it's reasonable to expect that the service cancellation will last until water levels start to reduce.

Yes it probably is.  It’s not flood water on the tracks as it was yesterday, but risk of bridge collapse over a very swollen River Avon.

Looks like the shuttle Oxford<>Moreton Turbo service is running every two hours at the moment, as close as possible to the equivalent normal through service timings.

Buses Moreton<>Worcester.

Through services diverting between Reading and Worcester via Swindon where possible.

Yes I would be surprised if it was to open sooner.  NR are enlisting the help of a specialist diving team to monitor the bridge.  At least tomorrow a proper train/bus plan can be worked out by GWR rather than the ad-hoc one forced upon them today.

It looks like even the 2 hourly Oxford to Moreton-in-Marsh shuttle has now been pulled. The last down departure was the 13:25 OXF:MIM and everything now is showing up as "cancelled".

Advice on Journeycheck is:

Clearly GWR and National Rail are trying to ensure there is a level of service, and it can't be easy for anyone whether commuter trying to work out how to get home or operator juggling their resources.

There sure was a lot of water flowing down the Avon.  But it's been far worse, notably in 2007. I do wonder why (if it's really been the case) that the stability of the bridge has been in question, given that conditions have been worse in the relatively not-too-distant past.

I used to take the rumbling sound of the 2115 Paddington to Worcester across the bridge as my cue to put my book down and go to sleep, as an Evesham schoolboy back in the late 1960s.  I shall feel very sad if we find that the bridge has had its day.

It strikes me that whilst a single thread for cancellations and amendments is very useful, and prevents the sub-forum from being clogged up with numerous mini-threads, it can sometimes result in significant events such as the flooding over the past few days being "buried" when they might deserve their own space and able to become a useful historical resource in their own right should they become a regular issue.

In this case a separate thread was created but the main discussion developed here.

Bridge scour (fast flowing water undermining the foundations of the bridge) is quite complex. It may be that an intermediate inspection (before the floods) provided more information on the risk, or the flow may have been faster even if less deep.  Alternatively, more recent experience of scour on the WCML might have suggested a higher risk.

Earlier this morning the 04:47 Hereford to London Paddington was diverted between Worcester Shrub Hill and Didcot Parkway due to a broken down train, missing out all the north Cotswold stops and Oxford.

I'd definitely agree that the service has deteriorated over the past few weeks or so.  It's not just cancellations, it's the extremely poor punctuality.  A quick check with OnTime Trains shows that, for example, the 17.52 Paddington to Charlbury was on time exactly 0 percent of the time over the past four weeks.

Almost the longest possible now - that would be 5+5 towing the same. The requirement allows more, up to 24 vehicles, but that's not possible with only 5s and 9s in service. The towing train has to be allowable (1 or two units and no more than 12 vehicles), and can only tow something its own length or less.

As far as Cotswold Line running was concerned, the 15:50 Paddington to Moreton-in-Marsh service was the most cancelled service in 2018, failing to get beyond Oxford on 41 occasions. Prior to the new timetable coming in this weekend, it retained its "most cancelled" title in 2019 but with just 17 cancellations. And, appropriately enough, for its last running:

The TM was missing at Oxford and found to be on the following delayed 16:20 PAD-OXF service (as booked) which was outside the station and couldn’t get in.

No Area Operations Manager on at Oxford from mid-afternoon so nobody to predict, and prevent it from happening.  Hopeless!

Fortunately the new 17:45 ran (ten or so minutes late after the fallout had been sorted), so it could have been worse.
