Title: A new station with an Arena?
Post by: TonyK on January 08, 2019, 19:14:21
Owners of Filton Airfield YTL haave outlined plans for a new Arena there, according to the Bristol Post. (https://www.bristolpost.co.uk/news/bristol-news/new-details-regarding-potential-bristol-2403851) 2021 seems rather breakneck speed, even though that's when a new station should appear there anyway. Perhaps this could make it actually happen?

An arena at Filton would be the third largest in the UK if it gets approved, says the firm behind the project.

Malaysian investment firm YTL revealed its vision for a 16,000 capacity arena at the Brabazon hangar site last year.

Final details are still pretty scarce but the team behind the project say they are hoping to be able to share their plans in the upcoming months.

YTL had been waiting to move forward with its plans until after Bristol Mayor Marvin Rees had made his decision on the future of Temple Island.

In September Mr Rees officially scrapped plans for an arena at Temple Island despite the council sinking £12million in to clearing and preparing it for the concert venue.

Instead the council said it would push forward with plans for a ‘mixed use’ development on the site which may include a conference centre, housing, offices and shops.

What’s planned?

Currently the YTL Arena team is in the process of appointing an architect and project manager for the scheme who will start creating a detailed plan for the site once a key planning hurdle has been passed.

Called the sequential planning test, the national policy states inner city site should be given preference for major projects such as the arena.

But YTL has promised to deliver a “world class venue for Bristol” which it says could rival London’s O2 and Birmingham’s NEC in terms of restaurants, concessions, clubs and bars.

The firm has also said it would “help put Bristol on the map” in terms of music venues as it would be the third largest in the country after London and Manchester, if approved.

Spanning a whopping 26 acres, the three interlinked hangars are one of the largest continuous footprints in Europe and could comfortably fit London’s O2 Arena within its walls.

There are also plans to source as much as possible locally - including food and drink vendors.

And the firm says it wants to provide employment locally as well as work with local colleges regarding apprenticeships.

YTL says it hopes to have an arena p and running in Filton in less than four years - by autumn 2022.

Venue name revealed

The name of the venue has also now been revealed, with plans to name it in memory of Yeoh Tiong Lay the man who founded YTL in Malaysia back in 1955.

He died just over a year ago, but it is hoped the YTL Arena Bristol will honour his legacy.

How much will it cost?

The company claim no public money will be needed to develop the site but are currently unsure of the exact cost of the project to YTL.

It also said that two transport projects have already been costed and planned out by Bristol and South Gloucestershire councils and would be happening regardless of whether an arena is built there.

The two schemes are being delivered are:

• Temple Meads to Brabazon station rail link – in Network Rail's programme and funded for delivery around 2021

• A new metrobus route is planned to go directly through the new Brabazon neighbourhood as part of phase two of the scheme. This is already funded, but the delivery timetable still needs to be clarified.

YTL has said the other transport scheme it would like to see delivered for the site is an upgraded passenger service from Parkway station to Brabazon station.

Is that their way of saying "Don't expect a contribution"?

That's the way I read it, too. YTL have already offered to build an arena for no cost to the public purse, although thety did mention that the local councils would need to spend £50 - £100 million on roads to it. A sort of reverse s.106 contribution.

Brabazon station, the new Brabazon neighbourhood. So has the Filton North name officially been dropped? (And has the estate of P.G. Wodehouse been asked?  :D)

I still hear the area being referred to as "Filton Keynes".

Pie in the sky nonsense
Expect "Marv" was only pushing this idea so he could justify putting an end to Temple Arena.

I thought the decision to end the interest in Temple Arena was refused by the council and was going to another committee to investigate?

Found it...

COUNCILLORS FORCE REVIEW OF ARENA DECISION
LIBERAL Democrats and Conservatives have united in an attempt to review the controversial decision of mayor Marvin Rees to cancel the arena at Temple Meads.
The decision made at a cabinet meeting on September 4 has been "called in" – meaning it will be reviewed by a scrutiny committee of councillors from all parties.
The committee can decide to reject the call-in, send it back to the mayor with advice, or send to full council for debate and then back to the mayor.
Last week the mayor himself backed an unopposed motion at full council that said that Arena Island was the best site for an arena.
Yet at the cabinet meeting the next day Mr Rees said more jobs and income would be won for the city by an alternative use of the site.
Legal & General has proposed 10 buildings of up to 24 storeys to provide a 345-bedroom hotel, conference centre, offices and 550 homes, 200 of them affordable.
Since the cabinet decision, there have been claims that it broke the council's constitution, and that the thwarted arena backers, Arena Island Ltd, could sue the council for millions of pounds for breach of contract.
Meanwhile Live Aid organiser Harvey Goldsmith claims he has not been allowed to explain his proposals for an alternative, privately-funded arena on the island site.
Cllr Mark Weston, leader of the Conservative group said:
“We still believe that the best use for Arena Island is for the much-promised Bristol arena.
"It is now clear that there have been some very obvious flaws in the decision-making process itself, evidenced by the fact that this call-in, submitted in concert with the Lib Dems, has been accepted as valid and grounds for review.
“The mayor will now have one last chance to revisit and reconsider his actions on this issue, the ramifications of which will impact upon Bristol residents for decades to come.”

The planned "call-in" didn't happen, as reported by the BBC. (https://www.bbc.co.uk/news/uk-england-bristol-45592767) The scrutiny committee voted 5-2 against the move, and Mayor Marvin announced that he was delighted.

I wonder if P G Wodehouse asked John Moore-Brabazon, 1st Baron Brabazon of Tara before inventing Lord Brabazon-Plank? Either way, I'm not totally convinced of the sense in using a name synonymous with one of the greatest white elephants ever. Although the Bristol way does seem to be to build something at huge cost just before it becomes obsolete.

On the other hand, the Bristol way can be to postpone investing until the project becomes so unfashionable that it seems like madness that anyone ever thought of investing in it. Personally, I'm quite glad that we don't have a six-lane motorway from Clifton to the St Pauls, or an elevated expressway instead of the SS Great Britain...

Somehow I doubt he did... The character seems to have first appeared in 1948, a year before the first flight of the Bristol Brabazon but presumably its development was already well known. I've always assumed the character was named after the plane and only indirectly after the real person. Either way, "the Brabazon Arena" at least sounds better than "the Plank Arena"!
