According to an article in Rail 878, there's a resurgence in the campaign to reopen this 50km largely double-track freight line for passenger traffic. The line links Burton on Trent with Leicester, via Swadlincote, Ashby-de-la-Zouch and Coalville, towns with a combined population of over 80,000. Previous campaigns have failed due to a combination of a relatively poor benefit-cost ratio of 1.3, combined with a projected annual subsidy of £4m which Leicestershire County Council weren't happy to find.

The scheme has been costed at £120m, but £40m of this is to allow for the rebuilding of the north-facing chord where the line joins the Midland Main Line south of Leicester station, the site of the which has been obliterated by an industrial estate.

The latest scheme attempts to reduce the cost of the scheme by terminating trains at a new Leicester South station, avoiding the immediate need for the chord. The £120m figure also includes 66% optimism bias.

It'll be interesting to see whether this approach has any more luck than previous efforts.
