Not a pleasant experience and hopefully not one that anyone will have to face here in the UK tomorrow;

At least the victims were allowed to get of the train and could take shelter from the sun in a nearby tunnel.
In contrast to the UK "keep them on the trains no matter what" policy.

Yes that does seem to be policy, though I have noted when there is a  line problem near me at Hinton Admiral, trains are held at platforms, guessing to allow customers to alight, and be picked up by freinds etc.
