I'm trying to work this on out. Bloke looking like Hulk Hogan is reported for making trouble in fancy dress.  Police come along and discover it's not fancy dress - he always looks like that.  So the report of "making trouble in fancy dress" is wrong ... they just have a chat and move on.

One of the officers begins to read a complaint out made by another passenger who was on board the same carriage about 'someone who was wearing fancy dress'. 

The doppelganger's friends immediately burst out laughing about how the officers think he has intentionally copied the former pro-wrestler's style.
