IIRC, the farebox recovery rate (i.e. the percentage of expense that fares covers) is about 10% in Luxembourg, which is incredibly low and probably means that it's cheaper not to bother collecting fares. The Grand Duchy's government will also quite likely get rid of tax deductions for transportation and increase vehicle taxes, so it will quite possibly end up being a revenue-positive move. Cross-border commuters will also have to pay at least the French/Belgian/German portions of their commute.

By comparison, London's recovery rate is 91%, Paris is a tad under 40%, with much of it paid for by a levy on employers.

Rail, bus and tram travellers in Luxembourg will never have to buy a ticket again from midnight.

The government in the Grand Duchy has unexpectedly brought forward the introduction of free public transport by 24 hours. It will be the first country in the world to abolish fares nationwide.

François Bausch, the minister of mobility and public works, describes the move as: “The social icing on the cake of the global strategy for a multimodal revolution”. He has announced that free travel will commence on 29 February, not 1 March as previously reported.
