Title: Train companies operating from England to Wales

People travelling into Wales from England will be told to wear face masks by rail companies, First Minister Mark Drakeford has said.

Face coverings continue to be mandatory on public transport and in shops in Wales, while in England people will just be advised to wear them.
Mr Drakeford said it would be "simpler" if the same face-mask rules were applied across the whole of the UK.

We are looking at the Marches line in another thread - that's Transport for Wales.   Looking at a list of all TOCs operating international services this effects ...
* Avanti West Coast
* Cross Country
* Great Western Railway
* Transport for Wales
Have I overlooked any?  How does the ruling effect excursions such as the Welsh Mountaineer (https://www.railwaytouring.net/the-welsh-mountaineer1d6949e6) next Tuesday?

Is the Welsh Mountaineer 'public transport'  the customers are not strictly "ordinary people in general; the community"  they are in essences a private party
