Title: A consultation (to tick boxes) or a consultation (to learn public views)?

Only obtusely related to public transport ... a consultation and survey to help Wiltshire Council choose between options "1" and "2" for improved cycling and walking routes from Semington to Hilperton when what they really should be doing (IMHO) is improving National Cycle Route 4 which runs parallel a few hundred yards to the north and carries on off-road from Hilperton into Trowbridge, rather than dumping people onto the A361, on which they have painted a few bicycles and added one or two refuges but is still (again IMO) not safe - wouldn't let my grandchildren cycle there!

Why smoke and mirrors?  A classic example of a consultation rather than a consultation, a survey rather than a survey. Designed, I suspect to tick boxes and to show public support for their options "1" and "2" - looking for what's easiest and not what's joined up and best. http://grahamellis.uk/blog196.html
