Call for Evidence
The railway has long played a vital role in Britain’s economic and social development. For 200 years, it has connected people with places, moved goods and services, and supported the growth of businesses and regions. Yet, despite its distinguished past and valued present, the full potential of rail is yet to be realised.

In May 2021, the government announced its plans for the biggest reform to the railway in three decades, in the Williams-Shapps Plan for Rail, including a commitment to develop a sector-wide, long-term strategy for rail: the Whole Industry Strategic Plan.

The Strategic Plan, produced for Ministers, will be the first strategy of its kind, a 30-year high-level plan shaped by a set of strategic objectives that have been developed for the benefit of our passengers, freight users, taxpayers and staff, to support Britain’s nations, regions, and communities to achieve their goals, and to benefit the economy and the environment for the long term.

The call for evidence will help shape the Strategic Plan and the future of the railway, and we want it to be informed by as many different perspectives as possible. It is open until 4 February 2022, and we encourage everyone with an interest in our railways to share their views and evidence. Together, we will create a simpler, better railway for everyone in Britain.

It's a public URL - so I've shared it here, even though there are emails flying around announcing it which say things like "The content of this email (and any attachment) is confidential. It may also be legally privileged or otherwise protected from disclosure." and "This email should not be used by anyone who is not an original intended recipient, nor may it be copied or disclosed to anyone who is not an original intended recipient." so - I am not sharing any emails, just the public web site above which, in contrast, seems to welcome anyone and not just insiders / members of their inner circle.

The call for evidence document and response for are on the web site from the link above. I have also mirrored them for posterity (or at least as long as the Coffee Shop remains open:

Or they could simply stop wasting everybody's time, and republish the SRA's 2003 report Serpell by Stealth Everyone's Railway - The Wider Case For Rail, (https://www.railwaysarchive.co.uk/documents/SRA_Case001.pdf) given that they are pretty much basing future rail policy on it already.

Yes.    It's one or the other.  I'm not sure either.   

Email says "big secret - just for you" to each recipient.  Survey header page / URL says "we want as wide an input as possible".

I would suspect that inputs will go into a process that will go into another process that will ... etc, and that nothing much of the original inputs will be left at the end.  I suspect there might be far more effective uses of your time.

Grahame, a "Coffee Shop" response surely it is part of the genesis of this forum.   Also given the reasonable membership size, the geographic and demographic range of the forum, I feel it is well placed to put a response in

You are 200% correct, and indeed ashamed of (and regret) brushing it off a month ago.  I will look at splitting the "Call for evidence" into meal-sized (if not bite sized) threads and then trigger off discussions, with a look to correlate.

I do note that this is a call for evidence and not a consultation, and as such it suggested to me that the material is requested with any guarantee that it will actually be taken into much consideration - if any - if it doesn't provide data pointing in the direction the receivers of the evidence want to take GBR.  It also suggests that they are looking for existing data to guide them, rather than thoughts and ideas.   All of which is not to stop us making a submission both to provide what we feel might be useful, and also to help clarify and inform member's views.
