Title: "Due to congestion"

What is congestion?

My immediate though would be full and standing, so train leaving late with difficulty in pushing cattle /customers in said vehicle.
Or does it mean line congestion - why? Points failure today maybe.
Combination of both?

Always the latter - "owing to crowding" would be the former.

Line congestion can be for many reasons, IT failure, Emergency services on site at terminus, many trackside failures (points, signals etc), etc.

Presumably this has replaced that old standby that seems to have been retired  - "Operating Difficulties"
