Title: Car parking charges Exmouth Station
Post by: julian on February 25, 2010, 15:57:17
I understand that Devon County Council will be installing a ticket machine for the rail station car park at Exmouth shortly.

The machine will dispense a ^5 ticket, which includes the return fare to Exeter St Davids, for travel before 8.30am with the same ticket costing ^4 after that time.

No provision has been made for season ticket holders. I have taken this up with both FGW and DCC and both seek to pass the problem to each other.

Clearly season ticket holders are not worthy of consideration when the opportunity to levy new charges comes about...

Thanks for posting details of that rather unsatisfactory situation, julian - and welcome to the Coffee Shop forum!  :)

Can any of our other Devon-based members add to this campaign to resolve such 'buck-passing'?

Can you not purchase a car park season ticket ?

Apparently not...

Sounds to me like DCC run the car park in which case you should be able to buy a season ticket for DCC car parks. ^5 is an absolute bargain I might add. ^5.40 at Paignton will get you as far as the ticket office!!

Is it a Devon County Council run car park, or East Devon District Council?

Sounds like shades of the Judean People's Front/People's Front of Judea going on here...dontcha just love local government bureacracy!

On a more serious note though, I think most people would agree that in principle this scheme is a very sensible one. It's just that at the moment its execution seems to require rather more thought and finesse than has been applied so far.

Having looked at the rail-only season ticket cost, about 85p extra per day for parking doesn't seem bad. What exactly is the issue?

The specified article from the ALRUG website summarises the situation:

I would guess that incorporating a car parking charge into the rail ticket is probably the best solution, but wouldn't like to be the individual who has to invent a 100% effective remedy for the problem.

Oh dear probably cost too much to have season tickets due to the large number of "bean counters" that will be needed to apportion revenue.

However if FGW are getting a portion of the ^5 for travel then surely it is not beyond the wit of mankind to calculate season ticket rates  with similar ratios.

I would suggest for peak

^25 for 7 days to encourage weekend travel.
^100 per month
^250 for 3 months and nice round
^1000 for annual (200 or so working days brings back to a fiver)

Revenue apportioned in the same ratio as day tickets.

Oh dear my brain hurts!

But why do you need a season ticket rate?

But why do you need a season ticket rate?

Basically because if you travel the same journey fairly frequently 4/5 times it week it saves the hassle of buying a ticket every day and usually works out cheaper than the day rate per journey. More so the longer the period of the season ticket.

So having one ticket for carparking and your rail journey should appeal to anyone who commutes regularly parking at Exmouth and onwards by train.

I will accept the desire to save the time buying separate tickets every day. Fair enough. I was probing  ::) the expectation that there should be a further reduction on what seems (to folk in this part of the country) to be a good VFM ticket.

The point I was trying to make is that, having paid for a season ticket, I should not have to spend a further ^4-^5 a day to use the Rail Users Car Park.
Even if I use the attached EDDC car park, I will still need to spend an additional ^3 a day or so.
Non season ticket holders are effectively getting their parking for around 30p a day. Why should I have to pay more as a season ticket holder?

Completely agree, these schemes aren't thought through at all.

Train commuters can buy new ticket

Commuters and shoppers using Exmouth Train Station from this week will be able to buy a combined parking and train ticket.
From Wednesday passengers arriving before 8.30am could buy a car parking ticket and a return train ticket to any station between Exmouth and Exeter St Davids for ^5.
Passengers arriving after 8.30am will only pay ^4. The ticket can also be used towards the cost of a longer train journey.
Train season ticket holders will be able to obtain a parking permit from the ticket office to enable them to park free of charge.
Additional parking spaces and a taxi rank have also been created at the station.
The car park is owned by Devon County Council and councillor Stuart Hughes, Cabinet Member for Highways and Transportation said: "We are very pleased to have entered into this new arrangement with First Great Western. It will overcome the problems faced by rail passengers who, unless arriving very early in the morning, currently find the car park full of cars of non-rail users because it is free. The new charge is very modest when you take into account that it does include a return rail trip to Exeter."
Julian Crow, First Great Western's General Manager for the West of England said "I am delighted that we have been able to resolve a long standing problem and am very pleased to be working closely with Devon County Council in improving overall journey satisfaction for our passengers at one of our busiest branch line stations. It also means that a long standing problem with litter will also be overcome as our contractors will be ensuring that litter is removed from the car park on a regular basis"
In future the car park will be managed in partnership by First Great Western through its parking contractor APCOA who will also be responsible for parking enforcement and cleaning.
