31  All across the Great Western territory / The Wider Picture in the United Kingdom / Re: Midland Mainline Signalling in Transition on: March 23, 2020, 16:03:47
When I first started on the patch we were based at St.Pancras Power Box seen in some of the photographs
Do you know what the method of working was between there and Dock Junction?  The Sectional Appendix says AB but after a discussion elsewhere it was suggested that this was an error and it was actually TCB (Track Circuit Block).  The article linked only says block working was retained on the goods lnes but the SA also shows the main lines as AB.

so the minister will have to choose between asking for tenders for a new franchise, or taking Scotrail into public ownership, which he can do
Can that be done without it going to tender first though (as per the Railways Act 1993 which is a reserved matter)?  The amendments made by the Scotland Act 2016 would of course allow a company in public ownership to bid.

EDIT:  Just gone through the relevant legislation and can see section 26(4B) regarding a statement of policy says:

Quote
(4B)The statement must in particular include the policy of the Secretary of State. the Welsh Ministers or the Scottish Ministers about—

(a)when his or their selection of the person to be a franchisee under a franchise agreement is likely to be from those submitting tenders in response to an invitation to do so;

(b)when it is likely such an invitation will not be issued; and

(c)the means by which he is, or they are, proposing that the selection will be made in cases where there is no such invitation.

So there does seem to be some scope for a direct award.

Franchise to end early. Be interesting to see what the Scottish Government does (I think Transport is a devolved function) as seems to have a different view on many things from the UK (United Kingdom) government.
Transport is devolved but the overall structure of the railways set by the Railways Act 1993 is a reserved matter.  As part of the Scotland Act 2016 however, section 25 of the 1993 Act was amended so that the prohibition on a public sector operator being a franchisee no longer applies to Scotland.
34  Journey by Journey / Cross Country services / Re: Scrapping HSTs instead of relieving voyagers on: December 16, 2019, 16:58:35
I don't remember there ever being 4 diagrams every day.  There may have been "up to 4" diagrams but never 5.

The intention was however to introduce a 4 set service once the power door conversions were finished, along with various timetable changes that were consulted on around 2017, but that's been delayed.
There were never 5 in use every day but I do remember 4 at some point around 2009 but this only lasted about a year or so before the reduction to the current level.  I seem to remember the reason stated for the reduction was the cost of running the HSTs (High Speed Train).

I have just found a post on another forum from 2009 which quotes the diagrams which were listed on the 125 Group website:

For years the mantra has been "there is no spare rolling stock" And now that spare stock IS available there is a rush to scrap it so that we may return to the traditional "there is no spare rolling stock"
The issue is also the cost of running HSTs (High Speed Train) compared to Voyagers. I believe this is why XC (Cross Country Trains (franchise)) no longer make full use of the HSTs they do have (I remember back in 2009 there were 4 diagrams on Mondays to Fridays but now there are only 2/3).  The conversion to power operated doors has of course taken one HST at a time out of service recently but XC reduced the Monday-Friday diagrams quite a few years before that started.
36  All across the Great Western territory / Across the West / Re: December 2019 timetable recast on: November 18, 2019, 17:14:52
There doesn't seem to be a timetable booklet that summarises the service between T7 and K.  i.e. if you want to change into/out of the new stopping service between Reading and Taunton to/from the far Southwest you need to cross reference in both books.
Also the main timetable from Taunton to Plymouth/Paignton no longer shows the local service between Exeter and Newton Abbot/Torbay, this now being in a separate timetable D1 (although this is included in booklet D).
37  All across the Great Western territory / Across the West / Re: December 2019 timetable recast on: November 18, 2019, 13:14:35
Has anybody managed to download a copy of T7?  It seems to be blank when I open the file.
    Working fine here now.
38  Journey by Journey / South Western services / Re: Two Track, Now! on: November 15, 2019, 15:45:15
One issue between Exeter and Yeovil Junction is the M5 bridge which was only built for a single track.
39  All across the Great Western territory / Across the West / Re: December 2019 timetable recast on: November 15, 2019, 14:52:05
Timetables now online on the GWR (Great Western Railway) website.

Extending the loop at Tisbury to the station
That won't be easy to do since the land for the second platform was sold and I have heard that the sale included a covenant stating that a Compulsory Purchase Order would never be used to reacquire the land.
41  All across the Great Western territory / Diary - what's happening when? / Re: 9th to 14th November 2019 - buses replace all trains to, from, through Taunton on: November 09, 2019, 10:20:41
But is it, or could there be works trains?
That is why I later said "except from within the possession".

I see that XC (Cross Country Trains (franchise)) trains are heading into the Up Loop at Tiverton Junction for a few minutes before continuing to Tiverton Parkway.  Considering the line from there to Tiverton Parkway is effectively a dead end, does this still require full single line working with a pilotman or can authority simply be given for the train to return to Tiverton Junction in the wrong direction since it will be the only train on the line with no possibility of anything entering from the Taunton direction (except from within the possession).  Presumably the stop in the loop is to either pick up the pilotman or to be given authority to return in the wrong direction?
    43  Journey by Journey / Plymouth and Cornwall / Re: Bodmin/Liskeard disruption on: October 27, 2019, 13:52:37
Lostwithiel has a remote control unit (situated at Par).  If NR» (Network Rail - home page) are trying to centralise everything, why not control Lostwithiel from Par?
Lostwithiel signal box controls the signals in the station area with levers and also the down Intermediate Block Signal at Treverrin via a switch on the block shelf.  There is also a panel in the box which controls the single line at Largin (Lostwithiel took this over when Largin box closed in 1991) plus some new signals recently installed in the Bodmin Parkway area.  The panel communicates with the interlocking (at Par) which in turn communicates with the points and signals (it's a bit more complicated than that but I don't want to start getting too technical on here).
    44  Journey by Journey / Plymouth and Cornwall / Re: Bodmin/Liskeard disruption on: October 26, 2019, 19:45:39
The control panel (NX type) is located in Par Signalbox.
Isn't it just the interlocking that is located at Par, with control from an NX panel in Lostwithiel or has this now been moved?

I noticed this in the statement from FirstGroup at https://otp.tools.investis.com/generic/regulatory-story.aspx?newsid=1321900&cid=858

Our fleet of 56 Pendolino trains will be completely refurbished, incorporating 25,000 brand new comfortable seats and additional luggage space for passengers. Better and more reliable free Wi-Fi and at-seat power will be provided for all customers across the fleet, with wireless charging and onboard entertainment. Catering will be upgraded with at-seat service for all.

I wonder if the two parts I have highlighted in bold will mean the end of the line for the buffet (shop) on this route.
