What a load of tripe!

FGW▸ (First Great Western) are simply pointing out a well known fact, local trains are always busy and are being helpful by advising you to use high density HSTs▸ (High Speed Train) with 5 carriages with about 400 seats compared to local trains with about 270 at the most (2x158)

If anything, FGW is being helpful.
