Liverpool Street, named after Lord Liverpool.

Okay, I'm ignorant of these things. To me it's obviously not in or near Bristol cos the only SWR» (South Western Railway - about) services that come here are the Waterloo-Temple Meads and the Portsmouth-Cardiff services, which call at Temple Meads and Bath but it's obviously not either of those places. And even if it were, a GWR (Great Western Railway) service would be far more relevant as they're surely the only ones that will stop at St Anne's Park etc (if anything ever does).

So what I want to know is, how can you tell from the photo that it's running on third rail?

I agree - Portsmouth Harbour.  I was there not too long ago - in Sept, coming back from the Isle of Wight.

From that angle, I don't think there are any discernible differences.
