Why am I posting this in "TransWilts" - the line with fewest passenger trains running through its stations - when it's about a line that's potentially at the other end of the scale?

Because what secretary of state for transport Patrick McLoughlin says ...

... equally applies across the network.  Growth in West Wiltshire has been the strongest in the UK (United Kingdom), and with housing / population growth there considerably in excess of the national average, there's equally a need to act now.  And that means ensuring that improvements, big and small, which are well researched, justified, overdue, even with funding earmarked ... should be acted on now, and not left in the pipeline for another couple of years while the government sorts out which group of 20 or 30 executives sit at the top of the TOC (Train Operating Company) in the South West, and how they report to which group of shareholders.
