This "NN NPS▸ (National Passenger Survey)" appears to be new, rather than just a reissue, though it is part of the planning system set up by the 2008 Planning Act.

The announcement contains:

It demonstrates this government^s commitment to deliver the infrastructure and investment the economy needs for continued growth, making the planning system easier to navigate.

The consultation closes on 26 February 2014. I offer no guarantee that it's exciting to read, or even worth the effort.
