And which political party came up with the air brained scheme in the first place  Huh  they say 15 minutes is a long time in politics seems 20 years to lead to political amnesia

The freight companies, take a different view and they will fight this as they see it as marginalising their business.

Whatever you think every time you remodel the industry it costs money.  Arguably, although the split may have been a cause of they safety issues that lead to a number of accidents, a further change if not extremely well managed could lead to another reduction in safety standards, if only because management's eyes are taken off the ball. Major project delivery could also be knocked further off course for the same reason.

As others have said "on some lines" is perhaps the operative phrase here.

So you could read that as including:
- The Scots can have some or all of their network and see how long it takes to muck things up.
- Likewise the Welsh can have the bits of their network that don't impact upon the English to play with, but don't call us when you run out of money. 
- TfL» (Transport for London - about) can have a large chunk of the London suburban network provided it promises to be quiet about it and not show everyone else up.
- The rest is up for discussion, if TfN, Merseyrail and Nexus fancy building their expires

However, I rather suspect that, having put the wind up NR» (Network Rail - home page), filled up the media nicely for a few days and given the public the impression that a shakeup is imminent. Mr Grayling will have been called in for a chat with the PM (who was, after all, a frequent rail commuter) and told that under no circumstances are any English/Conservative voting constituencies to be affected, the policy remains that as many people as possible are to have shiny new trains by the 2020 election, and that anything awkward is strictly to happen post-election in 2021/22 when there's plenty of time before the 2025 election for it to be forgotten about :-)
