I guess they're thinking pax might drive around to Exeter? and want to travel on first departure? I can see the logic (I think)

Either that or they've copy and pasted a section from another closure? Has Cowley Bridge flooded again?

XC (Cross Country Trains (franchise)) aren't going west of Exeter unsurprisingly

1A89 looks like the offending train, losing around 100 minutes between st Germans and Plymouth.

What if you are waiting at Exeter for that 16:03 London train, and now it is going to be very late. Most would cram into an XC (Cross Country Trains (franchise)) train and change at Bristol, but a few might prefer direct to Waterloo, so that option is offered.

1C82 - the 12:05 London Paddington to Penzance - was the one that actually hit the tree.

1A89 - the 13:03 from Penzance to London Paddington - was held at Saltash while the tree was removed and arrived into Plymouth 140 minutes late.  (It was already half an hour late before it got to Saltash due to problems in Cornwall.)
