Oke rail have plans to put a regular service on from Paddington to Okehampton, which is currently a heritage station

My bold.   Regular through service to Paddington planned?  Exeter, understood.  Waterloo, feasible.  But Paddington on a regular basis??

Is that a child’s dream book or something? Cmon, I would have considered TransWilts before anyone else?

I would rather have TransWilts build with 1, now 3 cars and up to hourly, before we consider asking them to run London to Cheltenham Spa IETs (Intercity Express Train) as 5 + 5 each hour and split off 5 at Swindon to carry on to Southampton.  I wouldn't even mention that longer term idea as it might sound like just a dream.  OOOOOooops

Let's just say that Facebook post is not well informed.

The aim is a regular service between Okehampton and Exeter (ideally Central).

I appreciate that clarification thanks. Exeter appears totally logical to my less-than-full-informed eye.
