Hourly town bus is free in Carhaix just down the road from me - http://admin.ville-carhaix.bzh/upload/espace/1/les_services/transport/Hep_le_bus/2017/Affiche_HepLeBus_2017.pdf

It connects up housing estates, town centre, supermarkets, large stores, hospital, doctors etc and the rail/bus interchange at Carhaix station. I wonder where else this might work...

The answer is, of course, no. At least half of commuters walk or cycle, and thus pay nothing towards their commute apart from the wear and tear on their shoes and bikes.
