Interesting discussion about legality in the comments section.

The fees that ATW▸ (Arriva Trains Wales (former TOC▸ (Train Operating Company))) refer to in the article are set by Rail Delivery Group and they are the maximum amount that TOCs can charge for handling different items of lost property. The TOC is also allowed to charge an additional fee for storage of £1 per day, up to a maximum of £25.

Also stated in the guidelines "Where it is an Operator's policy to charge, items of cash will be subject to an administration charge of £2 minimum or 10% of the amount found, up to a maximum of £10"

The article fails to mention that the 10% admin fee is limited to £10.

Incidentally, GWR▸ (Great Western Railway) opt to levy no charges for the storage and handling of lost property, and no admin fees are applied when returning cash.  All associated costs relating to lost property are absorbed by the company.

Well done GWR▸ (Great Western Railway) for not charging any fees.  Though personally if I were to lose an item of importance to me I would have no issue paying a small handling fee to be reunited with it.

I have no problem with this scale of fees - the highest fee for a laptop/tablet is £30 plus storage fee (if any).
It the owner's responsibility to remember their belongings.....you only have yourself to blame (which is why I think people complain about the fees)

Having seen behind the scenes at the lost property office at Bristol Temple Meads it is amazing the lengths the staff go to get stuff back to their owners.

They put phones on charge to see if they receive a call from anyone who can identify the owner for example.

Having read the BBC» (British Broadcasting Corporation - home page) report, I note the complaint is over the fee that relates to taking 10% of any cash recovered.

It costs exactly the same to recover a wallet with £5 in it as it does with £85 in it....that it seems like a 'fine' is a valid point, I feel. Should be a fixed fee frankly, regardless of amount recovered

It appears that ATW▸ (Arriva Trains Wales (former TOC▸ (Train Operating Company))) has climbed down and changed its policy 'with immediate effect'.
