As far as Cotswold Line running was concerned, the 15:50 Paddington to Moreton-in-Marsh service was the most cancelled service in 2018, failing to get beyond Oxford on 41 occasions. Prior to the new timetable coming in this weekend, it retained its "most cancelled" title in 2019 but with just 17 cancellations. And, appropriately enough, for its last running:

Quote
1W32 1550 London Paddington to Oxford
Departing on 13th December 2019
This service was cancelled between Oxford and Moreton-in-Marsh due to late arrival of an inbound service (YI).

And with it running beyond Moreton-In-Marsh from next week, it'll be far less likely to be cancelled - I suspect that honour will fall on the following 'halts' train should the Cotswold Line be in trouble for any reason.

Nothing to do with the new timetable; just your common every day garden "fault on this train":

Quote
13:50 London Paddington to Great Malvern due 16:12 was terminated at Reading.
It will no longer call at Oxford, Hanborough, Charlbury, Kingham, Moreton-In-Marsh, Evesham, Pershore, Worcester Shrub Hill, Worcester Foregate Street, Malvern Link and Great Malvern.
This is due to a fault on this train.

Return working, inevitably, cancelled

Timetable might be working, shame about the rolling stock:

Quote
17:34 London Paddington to Hereford due 20:25 has been cancelled.
This is due to a fault on this train.
Last Updated:16/12/2019 17:42

and the next service:

Quote
17:58 London Paddington to Worcester Foregate Street due 20:07 is being delayed at London Paddington.
This is due to this train being late from the depot.

They couldn'tmove the 1734 out of the platform & thus lost that availability for a little while, having a knock-on delaying incoming services

And on the third weekday of the new timetable...

Quote
17:03 Didcot Parkway to Moreton-In-Marsh due 18:07 will be terminated at Oxford.
It will no longer call at Hanborough, Combe, Finstock, Charlbury, Ascott-Under-Wychwood, Shipton, Kingham and Moreton-In-Marsh.
This is due to train crew being delayed.

The TM(resolve) was missing at Oxford and found to be on the following delayed 16:20 PAD» (Paddington (London) - next trains)-OXF» (Oxford - next trains) service (as booked) which was outside the station and couldn’t get in.

No Area Operations Manager on at Oxford from mid-afternoon so nobody to predict, and prevent it from happening.  Hopeless!

Fortunately the new 17:45 ran (ten or so minutes late after the fallout had been sorted), so it could have been worse.

Did they use the "Westbury Solution" which (when all platforms blocked, and relief crews on trains sitting outside) involved walking in from a stuck train?

No, there’s no walking route and not good underfoot conditions especially in darkness.
