In case it hasn't been seen already "new" announcement from DfT» (Department for Transport - about):

Yes - I don't see any connection with the Queen's Speech.

DfT» (Department for Transport - about) provide a link to "Network Rail's Enhancements Delivery Plan (EDP) for England and Wales", but when you land on their publications and resources page don't select "Our Delivery Plan for 2019-2024" - that's about delivering their own responsibilities, excluding the RNEP. (It does lead to the Scottish, undivided, delivery plan though.) Further down the page is the Enhancements Delivery Plan, with a list of projects currently being delivered. As the DfT report says, NR» (Network Rail - home page) won't list them there until they have passed several decision gates: initiate-determine-develop-design-deliver.

At the moment the list doesn't have much in it - basically things started in CP5 (Control Period 5 - the five year period between 2014 and 2019). The items with GWR (Great Western Railway) relevance are:

CR001 Crossrail

Key Output 6a - Full Infrastructure Capability to support Crossrail Stage 4 operations with sufficient time for testing and trials                               May-20

Key Output 6b - Full Infrastructure Capability to support Crossrail Stage 5 operations (including Ilford and Romford Enhanced Stations) with sufficient time for testing and trials                  Dec-20
(The contract for those two stations was only let last month.)

W001a Great Western Electrification

Bristol Parkway to Cardiff                                        Nov-19*
Wootton Bassett Junction to Chippenham East   CP6*

W002b Great Western Capacity Enhancement Programme
                  Dec-19

The project provides infrastructure capacity enhancements to enable the delivery of the Intercity Express Programme. (Apparently the 4th platform at Bristol Parkway.)

WX003 Reading, Ascot to Waterloo train lengthening programme     Dec-19

Feltham Platform Extensions and Level Crossing Closure

IFDfT008 Gatwick Airport station                                        Nov-22

The project will provide a new station concourse above the existing station platforms with increased space for passengers and an improved connection to Gatwick Airport South Terminal via the NR footbridge. It will also include additional platform work, refurbishment of the existing station concourse and overbridges. The project will enable improved passenger access via new stairs and lifts, while it also aims to provide increased circulation space and a modern open plan ticket retailing hub.

I thought Wootton Bassett Junction to Chippenham East was already live and in service?

The milestone for that was "EIS (Enters Into Service) Infrastructure Authorised (Chippenham to Thingley)", so the project label of "Wootton Bassett Junction to Chippenham East" doesn't fit. In the last EDP of CP5 (Control Period 5 - the five year period between 2014 and 2019), the project was still "Wootton Bassett Junction to Bristol Temple Meads", so it appears it's been carved up to make something to put in this new EDP. But chopped in the wrong place.
