It was announced a while ago and there's quite a nice article on it at:

IIRC^▸ , the farebox recovery rate (i.e. the percentage of expense that fares covers) is about 10% in Luxembourg, which is incredibly low and probably means that it's cheaper not to bother collecting fares. The Grand Duchy's government will also quite likely get rid of tax deductions for transportation and increase vehicle taxes, so it will quite possibly end up being a revenue-positive move. Cross-border commuters will also have to pay at least the French/Belgian/German portions of their commute.

By comparison, London's recovery rate is 91%, Paris is a tad under 40%, with much of it paid for by a levy on employers.
