Who's going to enforce it, and how?

Perhaps enforcement could be subcontracted to Northern Rail, they have a proven track record of enforcement and imposing penalties. They are better at this than running trains.

A proper intercity train has a minimum of 8 coaches, gangwayed throughout, with first at one end, and a full sized buffet car between first and standard.
It has space for cycles, surfboards,luggage etc.
A 5 car DMU (Diesel Multiple Unit) is not a proper inter-city train. The 5+5 and 9 car DMUs are almost as bad.

Isn't that 'were'?

Bit too early to say how good the new management (DfT» (Department for Transport - about)'s OLR) are at running trains or enforcing parking regulations.

About time. And I will be seriously disappointed if organisations such as the RAC (and I have no doubt there are others), whose spokesperson told Talk Radio this morning that pavement parking of two wheels of a vehicle should continue to be permitted, get their way.

I don't know about the rest of the country but in Devon there is a particular problem: a significant proportion of cycleways have been provided by allowing cycling on some or all of the width of existing footways. Where cyclists & pedestrians are segregated the cycleway is invariably adjacent to the road so even half a vehicle width renders the facility unusable.

As far as enforcement is concerned I am not worried - I have no doubt this will be transferred from the police to the Local Authorities and I have always found the Devon County & Exeter City parking control teams to be very responsive; we have Residents Parking Permits for rugby match days where I live near Sandy Park and I see PCN's on windscreens fairly regularly (my immediate neighbour was one lucky recipient last Saturday due to having an expired permit!).

I stand corrected, perhaps a new company could be started by ex Northern Rail managers who otherwise would be "spending more time with their families" a suitable name cold be devised, how about "northern enforcement"

There are Parking Attendants in Reading, just don't expect to see them where bad parking is holding up the traffic in the Town Centre.

If councils are allowed to keep any fines and towing charges they collect, I don't think that will be a problem for very long. In Bristol in the 1980s, it was hard to find a double yellow line to park on that wasn't filled with Sierras with a jacket hung behind the driver's seat and the I-can-park-where-I-pigging-well-like lights flashing. Enter the tow trucks, and the problem disappeared almost overnight.

Surely the ex (Arriva) Northern Rail managers are too busy being new (OLR) Northern Rail managers. As with all franchise changes, it's only the owners who have gone, not the people actually running the show. The managers will no doubt all still be there.

Depends on how much space the "two wheels" leave for legitimate users. As a slim pedestrian, I've had to squeeze past a car parked on the pavement, sometimes pushing the mirror back ...

Certainly there should be room for a pram.

Incidentally, a mate of mine (and now a volunteer on a well-known preserved railway) admits to not having been too careful with his child's pram when trying to get it past a car on the pavement...
