It's fine for me ... looking up that error message it suggests to me a web site that's working but is sensitive to users's settings, firewalls, antivirus software, etc.  I won't try to debug / suggest and direct actions here - rather suggest you search for the error message, read a couple of the pages that come up, and see if they may be relevant in your case.

It’s also possible to find the source Network Rail zip file fairly easily:

Scroll down to “Operational Rules (EAS - TPR (The Pensions Regulator))”.

I’ve been able to access it from NR» (Network Rail - home page) (as a member of the public) for quite a few years, but NR do keep rearranging their web pages...

It's working now. I haven't changed any settings so must have just been a temporary blip.
