Wonder how new Soical Group size (6) will affect heritage railways?

As most are companies do volunteers count as Workers?

AS far as I know, wether paid or not, we are all staff, for health and safety reasons at least. therefore volunters at a 'place of work' are exempt from te six person rule, but still to obseve the 1+ mertre rule.

The Facebook page for the Somersetshire Coal Canal Society states today that their volunteer work parties can continue as they are counted as workers. If they've got this right (and I have no reason to doubt them) I would have thought the same applies to heritage railways....especially outside.
