A simple query - is Delay Repay still happening during the pandemic? (or has ever changing timetables made this impossible).

If so, a slightly more complex question - who is the claim made to, if a train is stopped short of its destination, and the train you are told to catch where it terminates is full so you cannot get onto it? Both services led to the problem, in that the train was not due to terminate early (and no reason was given for it doing so - it was announced only a minute before terminating), and the service we were then advised to use had plenty of spare seats on it, but presumably was deemed full due to Covid restrictions (though this wasn't explained at the time by anyone).

As far as I know it's still in operation and the operator responsible for the initial problem delay is where the claim is made to, not on any additional/reactionary issues.

Is Delay Repay applicable if you arrive early, due to the train you wished to travel on being cancelled? In that situation, the next available train may be too late for you to use, so you have to use a previous train to the one you wish to use, and thus arrive much earlier than you had wanted to.

I'm not sure that constitutes a form of harm suffered, though it might if you are dumped in the rain where there is no shelter and a longer wait for onward travel. Having to leave early I think would be, certainly for something like a meeting.
