The data is consistently worked to provide a time series over the years ... but the presentation of the data and shifting around of columns therein seems to be different every time, with extras added.  I'm grateful for that this time; there's an extra column in the data giving passenger numbers March 2019 to February 2020, as well as the usual April to March - and that's useful because it gives us a (sadly historic) data set which can be taken as a pre-covid peak.

Examples
(for Melksham)
April 2018 - March 2019 (previous year) - 74,534
April 2019 - March 2020 (new year) - 75,292
March 2019 - February 2020 (peak 12 month period pre-lockdown) - 78,830
So that's ...
5.76% growth over 11 months (annual growth rate 6.29%)
or strict year on year 1.02% growth

(for Trowbridge)
April 2018 - March 2019 (previous year) - 933,894
April 2019 - March 2020 (new year) - 917,458
March 2019 - February 2020 (peak 12 month period pre-lockdown) - 944,816
1.17% growth over 11 months (annual growth rate 1.28%)

That's easy on commuter routes - never.

But then that begs the question "what is a commuter" and "what is a route"

The raw data splits down the journeys into full, reduced and season tickets, and I have analysed all stations (GWR (Great Western Railway) operated ones listed here, all at http://www.wellho.net/data/allseasons.txt ) and have tabulated them by the percentage of journeys that are on season tickets.  That gives a good indication of which are / were heavily dependent on daily journeys.  Beware, though, that although travel-to-work may be down (? for ever) travel-to-education is back already.  Across GB (Great Britain) as a whole, there are certain stations / areas where the school train is dominant.  Take a look (in the full data above) at Harlech ... or stand there and watch as trains pass each other int he morning or early afternoon!   In our own area - a high proportion of seasons at Menheniot, and that's school traffic in to Devonport; sad to see passenger numbers there decimated over the years as many train calls (but not the school train) have been removed, making it a p*** poor railhead for journeys at any other time of day.

At the bottom of the table, I notice that there are no season tickets recorded at Newquay - I wonder why  Grin Cheesy

As an aside, I have also take the opportunity to add the entries and exits from 1999 to these tables, and the 2019 passenger numbers as a percentage of 1999 numbers.   There are some distortions over the years - obvious ones marked (!) - but makes interesting reading.

I do recall reading somewhere (but I didn't see it in the above) how season ticket numbers are worked out ... and I think it's based on the same figures used on pricing the tickets.   So Hugh's weekly season from Morfa Mawddach to Llanaber would show up as 10 journeys at each (5 entrances and 5 exits) even if he got off at the intermediate station at Barmouth one evening, spent the night with Andi in the Cors-y-Gedol hotel and got the train directly back up to work the next morning.  Longer term season tickets have factor built in for anticipated holidays, etc ... I think an annual comes in at about 200 days of travel (we have discussed elsewhere on the forum when talking about refunds).

Where figures are tiny, they give a clue to the algorithm.  From St Keyne Wishing Well Halt, you can read 20 season ticket journeys.  That's 2 weekly seasons during the year.  132 season ticket journeys at Pilning is 66 days - suggests at least one season of at least a month.  Perhaps someone who travels (say) Nailsea and Backwell to Patchway on a season has bought a Nailsea to Pilning season ticket, which costs the same and allows them to make the extra journeys on Saturdays, including some interestine easements on Saturdays.

Steer did a study into JpT (journeys per ticket) estimates last year. As they say in that:

The aim of this study has been to estimate Journeys per Ticket (?JpT?) figures that reflect a recent view of the frequency of travel on rail Season tickets. The figures used in LENNON (Latest Earnings Nationally Networked Over-Night ), linking number of journeys to Season ticket issues, were derived over 30 years ago using evidence which is unlikely to reflect current commuting behaviour.

There is evidence from multiple sources showing that commuters now travel less frequently and, when they do so, they increasingly favour walk-up tickets (Anytime or Off-Peak) over Season tickets.

In addition, we have looked to derive disaggregated JpT figures depending on the key factors that affect them, such as distance, flow type and ratio between Anytime and Season fare price.

The result of that work was:

We have finally estimated a weighted-average JpT figure for each of the three Season ticket validity periods, resulting in the following values1:

? A Weekly Journeys per Ticket figure of 8.5; 83% of the current 10.3 LENNON figure;
? A Monthly Journeys per Ticket figure of 37; 82% of the current 45 LENNON figure; and
? An Annual Journeys per Ticket figure of 378, 79% of the current 480 LENNON figure.

The conclusions of our study confirm that the current Season ticket usage indicates a lower JpT figure than currently assumed in LENNON; this conclusion is consistent with trends outlined in other relevant industry studies (see Chapter 1 for reference about other studies). There are, however, some areas of opportunity for further work which might yield improved estimates in some geographies, for instance an assessment based on smart card data where penetration of these products is high.

I have not seen anything to say whether the numbers used in LENNON have been changed. But it would be very recent - they were still using the old values for the ORR» (Office of Rail and Road formerly Office of Rail Regulation - about)'s March regional data release. The other JpT figures used were 135 (3 monthly) and 270 (6 monthly).

And I guess now they'll just have to do that study again for the new normal!
