Stowmarket to Peterborough across the Fens via Ely - to allow electric ECML (East Coast Main Line) to Felixstowe containers to avoid the congested North London Line.

Not knowing what DoT means by "shovel ready", but having experience in other sectors, I think "shovel ready" means " Start April". In that case I would have thought this would only include recently cancelled plans otherwise well advanced, such as Chippenham- Bristol TM(resolve), Didcot-Oxford and the Midland Mainline. I I would guess that anything else  would be unlikely to start quickly given the long  planning timeline.

Shovel ready means the design is complete and the materials and to hand or readily available.

Unless you are Boris Johnson, when it is a carelessly used phrase plucked out of the air to describe any infrastructure or construction project (including new housing) you are vaguely promising to deliver without having bothered to find out when it might happen, what needs to be done to enable it to start or how much it might cost.

That is a very good question, and I am glad you asked.

When you think outside the box, it's a no-brainer. Having peeled the onion utilizing a desk-based coalface analysis (leveraging available technologies), I was enabled to climb the strategic staircase and look under the bonnet to visualize a helicopter view of the phrastic intent of 'no regret'.

It means 'low-hanging fruit'.

These 2 Bristol Temple Meads to Chippenham, Bristol Temple Meads to Bristol Parkway would be close to "shovel ready" now as most of the design work will have been completed under GWEP (Great Western Electrification Program)

And ... with a rolling program, while the first projects are being done (shovelled) the rolling program pipeline of getting the next projects shovel ready can proceed in parallel.  So that when trains are running through Bath on electricity, the team that did the fin work of implementing it have moved on to implementing electrification through Sea Mill, and the team that prepared the project are preparing Cam and Dursley ...
