Just as a matter of (personal) interest.
Since at least the middle of March there has been a TSR (Temporary Speed Restriction) (Temporary Speed Restriction) on the Down (Dawlish-bound) line in the vicinity of Cockwood. When first noticed the speed limit was 40mph but in late March/early April (I think) it was raised to 50mph were it has remained ever since. The start of the TSR appears to be at the northern end of the Cockwood Harbour bridge with an advance warning board just before MP (Member of Parliament) (Milepost) 201-III north of Starcross. Trains on the Up line appear to be running normally.

Does anyone know or is able to find out the nature of the problem?

It stems from the incident of the boat knocking down signal DM203A and its temporary replacement's sighting not being as far.

Just to close this one off, replacement signal DM203A has now been installed just to the north of Cockwood harbour bridge. The signal post carries an 80mph speed limit sign.
