The DfT» (Department for Transport - about) have published a prior information notice for a direct award which is anticipated to be for a duration of between three and six years.

The "details" accompanying that announcement read - in full:

The prior information notice informs the incumbent train operator that we seek to obtain a Direct Award (DA (District Attorney)) for up to 6 years.

We are implementing new national rail contracts as part of the transition towards a new commercial model for passenger services outlined in the Great British Railways: Williams-Shapps plan for rail.

Some other operators got an Emergency Recovery Measures Agreement to follow their EMA, intended to provide this transition to GBR (Great British Railways). GWR (Great Western Railway) did not; its EMA was extended to the start date of this new on on 26/6/2022. Actually, the only publication of an extension I can find was the first one to 26/6/21, but there must have been a second one as GWR still did not have an ERMA in May this year.

This fits in very well with the Williams - Shapps review, especially as GWR (Great Western Railway) (First) have performed quite well, in comparison to soemToCs.   There will be other ToC's that get direct awards some might not get 6 years though.

Not forget GBRailways is not going to be a British Railways, at least initially.  GBR (Great British Railways) will need time to establish the new model of working so the key will be stability with progressive evolutionary change and not radical revolutionary change.

GBR is not a legal entity yet, that needs time in Parliamentary to amend / change the Railways Act 1993 and 2005 Act and possibly Railways and Transport Safety Act 2003.  Hence DfT» (Department for Transport - about) can only extend by direct award
