I'm going to suggest, somewhat cautiously, that 11 is the pedestrian access at Bedminster and 25 is the concourse at Bristol Temple Meads.  |

Ah, now 18 is fiendish - it’s not a railway signal! It’s at Redcliffe Bascule Bridge, and is/was presumably used in connection with the opening and closing of the bridge.
