It might be difficult with the level of expertise in most local authorities https://road.cc/content/news/end-half-cycle-lanes-ministers-long-term-funding-hint-311231. Not sure that making LTN (Low Traffic Neighbourhood) 1/20 Cycle infrastructure design https://www.gov.uk/government/publications/cycle-infrastructure-design-ltn-120 mandatory would solve the problem.

Still too much nimbyism and scaremongering around the subject, and not enough publicity and emphasis on successful schemes. Not sure you can ram the revised Highway Code down motorists throughts.

I'd love them to do that. Oxfordshire County Council fully understand LTN 1/20, they just believe they know better. (Spoiler: they don't.)

Within the specified Road.CC article is a quote from Louise Haigh concerning pavement parking and the necessity of a quick response to the consultation. Yes, the consultation that was organised in 2020 by our previous waste of space Conservative government who then proceeded to do the square root of not very much with all the responses they received (including mine!).

In essence this is not a difficult subject; Obstruction Of The King's Highway is an offence under the 1980 Highways Act. I have always believed that Obstruction Of The King's Footway and/or Cycleway should be similarly treated with a very small number of specific exceptions e.g. emergency services vehicles responding to an actual emergency.
