But in a realist world what is the point of stopping certain services when nobody will get on or off?

1703 ex Paddington - 4 off 1 on at Saltash last night. Train was stopped for less than 40 seconds and the TM‡(resolve) did not get out of the train. From the carraiges that I saw, there were not many on the train.
